Two firms. One integrated
narrative operation. No handoffs.
Most organizations hire a research firm, then a content agency, then a production house, then a digital team — each working in isolation. We integrate all four capabilities under a single operational approach, from intelligence gathering through final distribution.
Intelligence & Research
OSINT, investigative analysis, competitive intelligence, FOI research, stakeholder mapping, and regulatory environment assessment. We surface what others miss and verify what others assume.
Narrative & Production
Strategic communications, scriptwriting, storyboarding, video production, social media campaigns, and misinformation countermeasures. Complex information becomes compelling, audience-ready media — produced to institutional standards.
Digital Infrastructure
Search dominance, AI platform visibility, publication-grade web platforms, data visualization, and information environment design. We build the infrastructure that ensures the narrative reaches its audience and persists.
Distribution & Amplification
Multi-platform campaign deployment, media strategy, institutional channel access, and audience targeting. Content reaches audiences through channels that matter — from WHO-scale institutional platforms to precision-targeted digital campaigns.
Any organization operating
in a complex information environment.
The methodology is sector-agnostic. If your challenge involves translating complex, fragmented, or contested information into a narrative that reaches the audiences who matter — this collaboration was built for that.
Health & Life Sciences
Public health campaigns, pharmaceutical communications, clinical research translation, health equity advocacy, patient engagement, regulatory narratives.
Trade & Geopolitics
Tariff impact analysis, trade corridor narratives, sanctions communication, cross-border policy briefs, market-entry intelligence.
Defence & Procurement
Competitive bid narratives, capability positioning, stakeholder influence campaigns, public-interest defence communications.
Policy & Government
Legislative briefs, regulatory impact communications, FOI-driven accountability platforms, public policy narratives.
Legal & Advocacy
Litigation support narratives, human rights documentation, public interest campaigns, evidence-based advocacy infrastructure.
Corporate & Institutional
Crisis communications, reputation management, ESG narratives, investor relations, competitive positioning in contested markets.
From grassroots advocacy
to the WHO's global stage.
In October 2025, Dr. Shail — serving as a Strategic Communications Consultant inside WHO's Department of Communications — produced and built content for the World Health Organization's official social media channels on autism, early intervention, and parent perspectives on diagnosis.
The production included a clip of Spencer Carroll, founder of EndTheWaitOntario.com, sharing a parent's perspective on the critical importance of early, evidence-based intervention during the 0–6 developmental window. The piece was published across WHO's full social media ecosystem — Instagram (12M followers), TikTok (4.5M), Facebook, X, YouTube, and LinkedIn — reaching a combined audience of over 20 million followers.
For EndTheWaitOntario.com, this was a defining moment: a grassroots Ontario advocacy platform, built by parents documenting an 87,692-child waitlist crisis, reaching a global health audience through the world's leading health authority's own channels. The digital infrastructure Prior Signal's methodology had built — #1 search positioning, FOI-verified data journalism, publication-grade web platform — created the credibility that made the collaboration possible. Dr. Shail's production methodology turned that credibility into media that moved at institutional scale.
Within months, Ontario's own government network (GONET/AS808) was detected accessing EndTheWaitOntario.com directly — 1,166 requests in a single day. Federal government traffic was confirmed via Netskope CASB. The narrative reached its targets.
That is the model: intelligence and infrastructure from Prior Signal, institutional-quality narrative production from Dr. Shail, delivered as a single integrated operation. It worked at WHO scale. It works at yours.

OSINT, competitive analysis, stakeholder mapping, FOI research, regulatory assessment. Prior Signal maps the terrain — what information exists, what's missing, who the audiences are, what narratives are already in play.

Video production, storyboarding, web platforms, data visualization, campaign architecture — built in-house. Prior Signal builds the digital infrastructure. Dr. Shail produces the media. No subcontractors.
Distribute, monitor, adapt
Content deployed across targeted channels. Real-time monitoring tracks audience engagement, institutional response, and narrative penetration. The operation adapts as conditions shift. We stay in the field until the objective is met.
